Govt extends PMEGP scheme for five more years with Rs 13.5k crore outlay

Ease of Doing Business for MSMEs: The government on Monday announced the extension of its scheme for employment generation Prime Minister’s Employment Generation Programme (PMEGP) over the 15th Finance Commission Cycle from 2021-22 to 2025-26 with an outlay of Rs 13,554.42 crore. In addition, multiple modifications have also been made to the scheme including increasing the maximum financial assistance offered from existing Rs 25 lakh to Rs 50 lakh to entrepreneurs for setting up new manufacturing units and from existing Rs 10 lakh to Rs 20 lakh for new service units. 

Launched in 2008-09, the scheme has supported around 7.8 lakh micro enterprises with a subsidy of Rs 19,995 crore to create employment for around 64 lakh people, the MSME Ministry said in a statement. Around 80 per cent of the units assisted under PMEGP are in rural areas and about 50 per cent units are owned by scheduled caste, scheduled tribe and women entrepreneurs. Khadi and Village Industries Commission (KVIC) is the national nodal agency of the scheme. 

The scheme also modified its definition of village industry and rural area to include areas falling Panchayati Raj institutions to be accounted under rural areas and areas under municipality to be recognised as urban areas. Moreover, all implementing agencies including state and district level state offices of KVIC, state KVIBs and district industries centres have been allowed to receive and process applications in all areas irrespective of the rural or urban category.

The government said the extension will create sustainable estimated employment opportunities for about 40 lakh people in five financial years. The margin money subsidy to be given to potential entrepreneurs would be 25 per cent of the project cost in urban areas and 35 per cent in rural areas for special category applicants including SC, ST, OBC, women, transgender, physically disabled, north-eastern region, aspirational and border district applicants, according to the guidelines. For General category applicants, 15 per cent subsidy of the project cost would be provided in urban areas and 25 per cent in rural areas. 

Meanwhile, the number of jobs generated under the scheme through new enterprises set up had hit a record high of 8,25,752 in FY22, the Ministry had said in April this year. Also, the number of enterprises set up during the year jumped over 1 lakh to 1,03,219 for the first time in the past 14 years. The growth in units set-up and employment created under PMEGP in FY22 was up by 39 per cent each from FY21, while the margin money distribution (subsidy) had jumped 36 per cent.

As the MSMEs are amongst the strongest drivers of economic development, innovation and employment, it becomes imperative to strengthen their ecosystem. The Government of India envisioned the Zero Defect Zero Effect (ZED) initiative to enhance MSME competitiveness, make them sustainable and transform them as National and International Champions.

MSME Sustainable (ZED) Certification is an extensive drive to create awareness amongst MSMEs about Zero Defect Zero Effect (ZED) practices and motivate & incentivise them for ZED Certification while also encouraging them to become MSME Champions. Through the journey of ZED Certification, MSMEs can reduce wastage substantially, increase productivity, enhance environmental consciousness, save energy, optimally use natural resources, expand their markets, etc. MSMEs will also be motivated to adopt best practices in work culture, standardisation of products, processes, systems etc. in order to enhance their global competitiveness and sustainability. The ZED Certification aims at enhancing the competitiveness of an MSME through assessment, handholding, managerial and technological intervention etc., hence it is not just a Certification.

This Scheme is proposed to be implemented in 2 Phases:

Phase 1: For Manufacturing MSMEs with UDYAM Registration. This phase will focus largely on maximizing inclusion of manufacturing MSMEs and taking them through the journey of ZED.

Phase 2: Inclusion of Service Sector MSMEs. This phase will also strive to integrate those MSMEs (manufacturing and Service Sectors) who are registered under a State Government protocol/system but not on UDYAM. From this phase onwards, additional information regarding MSME operations/performance may be collected so as to create a National MSME Competitiveness Index.

In phase 2, it is also envisaged to provide funding to the ZED Certified MSMEs to obtain international certifications, as necessary for international market and further, making provisions to align ZED Certification with the international certifications for its global acceptance.

The ZED Certification envisages promotion of Zero Defect Zero Effect (ZED) practices amongst MSMEs so as to:

  • Encourage and enable MSMEs for manufacturing of quality products using latest technology, tools & to constantly upgrade their processes for achievement of high quality and high productivity with the least effect on the environment
  • Develop an Ecosystem for ZED Manufacturing in MSMEs, for enhancing competitiveness and enabling exports
  • Promote adoption of ZED practices and recognising the efforts of successful MSMEs
  • Encourage MSMEs to achieve higher ZED Certification levels through graded incentives
  • Increase public awareness on demanding Zero Defect and Zero Effect products through the MSME Sustainable (ZED) Certification
  • Identify areas to improve upon, thereby assisting the Government in policy decisions and investment prioritization

The Government of India, therefore, envisioned creating MSME Innovative Scheme through combination of Incubation, Design intervention and IPR protection initiatives to enhance MSME competitiveness and transform them as National and International Champions.

ABOUT “MSME INNOVATIVE” SCHEME

MSME Innovative Scheme will be an amalgamation of the Incubation, Design and IPR Schemes of the Ministry of MSME. These erstwhile three schemes will operate as separate verticals with interflows and connections. These verticals will also be integrated sequentially and parallelly into one singular formulation to promote and encourage innovative activities for improved synergy and higher efficiency.

MSME Innovative is a new concept for MSMEs with a combination of innovation in incubation, design intervention and by protecting IPR in a single mode approach to create awareness amongst MSMEs about India’s innovation and motivate them to become MSME Champions. This will act as a hub for innovation activities facilitating and guiding development of ideas into viable business proposition that can benefit society directly and can be marketed successfully.
